If this is incomplete, observations will be appended from when it was cut off. Returns ------- fgcmStarObservations : `afw.table.BaseCatalog` Full catalog of good observations. Raises ------ RuntimeError: Raised if doSubtractLocalBackground is True and calibFluxApertureRadius is not set.
